A message dated April 4, 1996, was read stating the Governor has               
signed the following bill and is transmitting the engrossed and enrolled       
copies to the Lieutenant Governor's office for permanent filing:               
                                                                               
SENATE CS FOR CS FOR HOUSE BILL NO. 42(FIN)                                   
An Act relating to absentee voting, to electronic transmission of             
absentee ballot applications, and to delivery of ballots to absentee           
ballot applicants by electronic transmission, and enacting a                   
definition of the term `state election' for purposes of absentee               
voting; and providing for an effective date.
